Presenter: Carolyn Elefant
Carolyn Elefant practiced with FERC before opening her own firm in Washington DC, in which she now represents property owners, citizen groups and governments in energy, pipeline and property rights matters. Challenging the onslaught of pipeline proposals including the MVP, she presently represents the Montgomery County Board of Supervisors in its opposition to the MVP.

Ben Luckett worked with the National Park Service and as a community organizer before beginning his law practice in the Lewisburg, West Virginia office of Appalachian Mountain Advocates. Appalmad specializes in pipeline challenges under NEPA, including intervention briefing, DEIS filings on the MVP and ACP, as well as survey challenges now pending in the Va. Supreme Court.

Justin Lugar practiced with Wilmer Hale in London before becoming a partner with Gentry Locke in Roanoke. He specializes in criminal/government investigations, regulatory compliance and enforcement and a wide variety of litigation, including pending cases in several MVP-affected counties supporting survey and easement opposition and eminent domain challenges.

Pending Virginia Cases; Challenging Eminent Domain for Private Gain
Presenters: Chuck and Chip Lollar
Chuck Lollar has a strong background in real estate and litigation, and has dedicated his career to property owners in constitutional property rights and eminent domain challenges, with clients ranging from small businesses and homeowners to Fortune 500 companies.
Chip Lollar represents property owners in West Virginia and Virginia, with cases now pending in Montgomery County. While in law school, Chip interned with the California Dept. of Transportation, gaining valuable experience and insights in eminent domain practice.
In state and federal courts in North Carolina, Virginia and West Virginia, the Lollar firm contests the use of eminent domain–the right of authorities to take private property–in the absence of a showing of bona fide public use.
