Comments filed on behalf of Roanoke County by Richard Caywood, stating that MVP’s proposed “treatment plan” for the Bent Mountain Apple Orchard Rural Historic District “is premature until a full assessment of project-related effects has been performed,” which Roanoke County argues is not possible without considering the VDHR staff’s evaluation that “the historic orchard roads are contributing resources inside the district.”
